Panel 1: A courtroom. We see Nick Otte's head and back to the top of his dark grey pants. His shirt is light grey. The courtroom is pretty sparsely filled. There appear to only be 5 people in the gallery. One of those is Kyle Kepler, far enough back in the room that this is only indicated in Panel 1 by his characteristic yellow outfit and his speaking role.

Nick is holding a small handheld device, possibly similar to a smart phone.

Nick: We have a high degree of certainty that they have no retaliatory capability, but the data control efforts are a complete failure.

It is the recommendation of our regional observer that if the data leak remains active the situation will devolve to a critical condition from which control cannot be reestablished, and that all efforts must be made to seal the data breach.

Given that the previous efforts have faced insurmountable difficulties, we need authorization to deploy more special agents to contain the situation-

Kyle: Excuse me, Nick. You don't mind if I call you Nick, right? I'm used to Otte being someone else...

I have a question, a budgetary concern, actually.

Panel 2: Nick Otte from the front. He has a grey bandage on the right side of his face. He's wearing a dark grey tie in addition to the previously mentioned attire. Anything more than a couple inches below his armpits is behind a lectern with a microphone.

Nick: Mr. Kyle Kepler... I... Mr. Kepler, you have to understand the situation on the ground is critical-

Panel 3: Kyle Kepler, face and shoulders.

Kyle: I was just wondering, I mean... special agents are pretty expensive. Maybe we could just hire Malsan school-children? They seem more effective, and I would guess a lot cheaper?

I mean, from your account of how the operation went-

Panel 4: Unnamed woman with grey hair and greenish-hazel eyes, dark grey suit coat and tie, with a similar light grey shirt to Nick's.

Woman: Kyle, why did you even attend if you are you just going heckle Special Agent Otte? You are hardly an impartial audience in this.

The responsible thing to do if you cannot separate yourself from your relationship with Peter Kepler is to recuse yourself from the proceedings.

Panel 5: Kyle Kepler, standing up, as if to leave.

Kyle: I thought you'd never ask. Done!

I mean, that was the fifth time I implied that an I.D.S. special agent was roughly worth their weight in fertilizer. I thought it would only take three times.

Of course, without me here you do lose the authority to override the regional officer as you won't have a civil quorum in attendance...

Odd that you weren't able to get anyone else from the civil service oversight board here...

Panel 6: Old man with a bald head and a patch of light skin on the right side of the top of his head. He's wearing a similar outfit to the woman in Panel 4. If this is a court room, he's behind the bench.

Man: We know full well you used your influence to prevent anyone else from showing up, Kyle.

You play a dangerous game. The civil service is supposed to answer to the council, not dictate the terms, they will hear of-

Panel 7: Kyle, apparently on his way out of the room, based on the change in the background.

Kyle: Hear of what? A H.V.W. fired on a civilian population? I can't imagine that would remind them of anything, now would it?

One starts to wonder if the I.D.S. remembers what they were founded to prevent? Indeed, I am curious... How would the council react?
